Billy graduated from Monash University, Australia with a double degree in Economics (majoring in Accounting) and Law in 1988. After completing his legal practical training course in Leo Cussen Institute of Melbourne, he was admitted to the Supreme Court of Victoria in 1989. He worked in Price Waterhouse Tax Services in Melbourne whereby he carried out research on the merger of family investment trusts and presented a paper on the Australian Budget 1989. Billy then joined Peat Marwick Tax Services for a year in 1990 and decided to chamber in Messrs Albar Zulkifly & Yap. Upon admission to the Malaysian Bar, Billy commenced practice in Messrs Oon Kong & Lee in August 1991 and later continued in Messrs Lee Choon Wan & Co in June 1992. He was involved in the listing of a few public listed companies and privatisation projects. In March 1997, he joined Messrs Lee, Perrara & Tan.

Billy’s current works include, advising on and the preparation of documentation for corporate loans, syndicated loans, guarantee facilities, underwriting of rights issues, issue of bonds and warrants, legal due diligence review of companies applying to the Securities Commission for listing on the Main Market and ACE Market of Bursa Malaysia Securities Berhad, securities laws, commercial laws, other private debts securities, mergers and acquisition of private and public listed companies. To date, Billy has conducted due diligence reviews for companies in a variety of industries including operations in China, Vietnam and Indonesia and the privatisation of a state-run company. Billy has also assisted 3 PRC applicants seeking initial public offerings in Malaysia in 2009.

Lip Jin graduated from Kent University, Canterbury in 1988. He was in the stockbroking industry for four years in Hong Kong and Kuala Lumpur before proceeding with his Bar Vocational Course in London. He was admitted to the Bar of England and Wales in July 1994 as a Barrister-at-Law of Grays Inn. After completing his pupillage with Messrs Lee Hishammuddin, he commenced practice at Messrs Lee Choon Wan & Co in January 1996, made a partner of the firm three years later, and in the process gained invaluable experience by handling a wide range of corporate matters mostly with merchant banks and public listed companies.

Lip Jin’s scope of experience includes advising on securities industry law, local and foreign joint ventures, technical assistance agreements and intellectual property work.

Lip Jin is mainly in charge of the conveyancing department in our firm and has handled a wide range of property projects from the high-end development side (ONE KL, Madge U-Thant Residence, Bellworth Greens Project), to advisory on the Mid Valley City and the Gardens Management as well as other niche developments.

Ee Leng graduated from University College London, University of London in 1997. After completing her Certificate in Legal Practice in 1998, Ee Leng commenced her career in the IT and hospitality industry. Ee Leng gained invaluable exposure and working experience in Hong Kong, China and Taiwan. Her experience there included drafting of commercial agreements in Mandarin.

Ee Leng was admitted to the Malaysian Bar in May 2002 and commenced practice at our firm since June 2002. She was made partner in year 2007. Her areas of practice include commercial advisory, corporate advisory (including drafting of prospectus, circular to shareholders and announcements) and compliance (due diligence review for submissions to securities commission and Bursa Malaysia Securities Berhad), mergers and acquisitions as well as conveyancing and banking (corporate, commercial and retail). Ee Leng also does non-contentious court applications such as capital reductions.

Siew Cheong graduated from Bristol University in 1988. He was admitted to the Bar of England and Wales in July 1989 as a Barrister-at-Law of Grays Inn. He was thereafter admitted to the Malaysian Bar in June 1990.

Siew Cheong was employed with Messrs Shearn Delamore & Co. as a legal assistant from June 1990 after completing his pupillage there, and later he joined Messrs Kumar Jaspal Quah & Aishah in 1993 and was a partner of the firm from 1997 to 2007.

Siew Cheong’s current court experience includes regular appearances in the High Courts throughout Peninsular Malaysia as well as at the Court of Appeal and Federal Court primarily on building contracts, commercial and civil law matters.

Legal Assistants

Fang Kee graduated from University of Northumbria, Newcastle in 2006 and obtained his Certificate in Legal Practice in 2008 and did his pupillage at our firm. He was admitted as an Advocate and Solicitor of the High Court of Malaya in August 2009 and commenced practice with Messrs Teh & Lee thereafter.

Fang Kee is the assisting lawyer for the litigation matters of the firm.

Zi Xin obtained her LLB Honours degree from Northumbria University, Newcastle UK in 2013 and thereafter earned her Certificate of Legal Practice in 2014. She completed her pupilage with us and admitted as an Advocate and Solicitor of the High Court of Malaya in 2015, was retained as our Legal Assistant.

Zi Xin specialises in conveyancing and legal due diligence matters.

Jia Yee graduated from University of Reading with a Bachelor of Laws (Hons) degree in 2018. Thereafter, she obtained her Certificate in Legal Practice and commenced her pupillage with our firm in 2020. During her pupillage with us, she assisted in civil litigation and conveyancing matters. In December 2021, she was admitted as an Advocates and Solicitors of the High Court of Malaya and was retained by our firm as legal associate.

She mainly focuses on general civil litigation matters and conveyancing.

Xavier Lim conferred a Bachelor of Laws from University of Liverpool, United Kingdom in 2018. He thereafter completed his Bar Professional Training Course and Master of Laws in BPP University Leeds in 2020 and he was admitted to the Bar of England and Wales by the Honourable Society of Lincolns Inn as a Barrister-at-Law. He completed his pupillage with us and was admitted as an Advocate and Solicitor of the High Court of Malaya in December 2021.

He primarily focuses in corporate and commercial matters and capital markets transactions particularly initial public offerings, merger and acquisitions, private placement and et cetera.

Simone graduated from the University of Sheffield with a Bachelor of Laws in July 2015. She was called to the Bar of England and Wales in July 2016 as a Barrister at Law of Inner Temple. She trained at Messrs Tay & Partners and commenced practise with us after she was admitted as an Advocate and Solicitor of the High Court in Malaya in September 2017.

Simone specialises in corporate and commercial matters such as corporate finance, capital market regulations and mergers and acquisitions. Simone has worked on initial public offerings, acquisitions, joint ventures, debt issues and a variety of legal due diligence exercises. Simone also undertakes various advisory works on will, trusts and probates; intellectual property matters such as trademark applications; and real estate matters such as sub-sales and retail loans.

Wan Ci graduated from the University of Hull with a Bachelor of Laws (Hons) in 2015 and thereafter obtained her Certificate in Legal Practice in 2016. She completed her pupillage with Messrs Valerie Chong & Co and was admitted as an Advocate and Solicitor of High Court of Malaya in 2018. She joined us as a legal associate in 2022.

She practices in area that deal with conveyancing and litigation matters.

Clement graduated from University of the West of England, Bristol, United Kingdom with a Bachelor of Laws (Hons) degree in 2015, followed by Masters in Commercial Law from University of the West of England, Bristol. He then proceeded with his Bar Professional Training Course (BPTC) in University of Northumbria, Newcastle and was called to the Bar of England and Wales in 2018 as a Barrister-at-Law of Middle Temple. Having completed his pupillage at Azman Davidson & Co. he was retained as legal associate where he focused on Equity Capital Markets. He commenced practice with our firm in January 2022.

Clement specialises in corporate and commercial matters, inter alia, equity capital markets and mergers and acquisitions. Clement has worked on Initial Public Offerings of companies on the Main Market and ACE Market of Bursa Malaysia Securities Berhad, delisting and privatization by way of selective capital reduction, acquisition and commercial drafting.

Eng Jun completed her pupillage with Messrs Mohanadass Partnership and was admitted as an Advocate and Solicitor of the High Court of Malaya in August 2021 before joining us as a legal associate in February 2022.

Danny graduated from University of the West of England, Bristol, United Kingdom with a Bachelor of Laws (Hons) degree in 2016. Thereafter, he obtained his Certificate in Legal Practice and commenced his pupillage with Messrs David Lai & Tan.

During his pupillage, he was exposed to contentious and non-contentious matters, namely general litigation and capital markets transactions, particularly initial public offerings of companies on Main Board and Gem Market of Hong Kong Stock Exchange. He was then admitted as an Advocates and Solicitors of the High Court of Malaya in 2019. Thereafter, he was engaged as an in-house counsel of a Singapore based multinational company and handled a wide range of in-house corporate and commercial matters. He joined us as a legal associate in 2022.

Darren graduated from Cardiff University in 2018 and was subsequently admitted to the Bar of England and Wales in November 2019 as a Barrister at Law of Middle Temple. He completed his pupillage in Messrs David Lai & Tan and was admitted as an Advocate and Solicitor of the High Court of Malaya in October 2021 before being retained as a legal associate. He thereafter joined us as legal associate in March 2022.

He mainly focuses on corporate finance matters such as initial public offerings of companies on Main Board and Gem Market of Hong Kong Stock Exchange as well as on the Main Market of Bursa Malaysia Securities Berhad , acquisitions, commercial drafting and advisory works.

Chang Yang graduated from the Australian National University College of Law, Canberra, Australia in 2014 and proceeded to work in our firm as a paralegal. He obtained his Certificate in Legal Practice in 2015 and was admitted as an advocate and solicitor of the High Court of Malaya in 2016 after reading in the Chambers of one of our partners.

Passionate about private law, he practices in areas that deal primarily with corporate and conveyancing matters. He has been involved in initial public offering, acquisition, corporate loan, sub-sale, tenancy and exemption of stamp duty transactions during the stint of his legal career with us.

Jane completed her pupillage with Messrs Manjit Singh Sachdev, Mohammad Radzi & Partners and was admitted as an Advocate and Solicitor of the High Court of Malaya in March 2021. She was retained as a legal associate mainly focus in real estate matters such as sub-sales and retail loans. Thereafter, she commenced practice with our firm in March 2022.
