BILLY LEE CHONG HOE, Managing Partner
Billy holds a double degree in Economics (Accounting) and Law from Monash University, Australia (1988). He was admitted to the Supreme Court of Victoria in 1989, and began his career with Price Waterhouse and Peat Marwick in Melbourne before transitioning to legal practice. From 1991 to 2000, he practised at two Malaysian firms, building a practice spanning IPOs, bond issues, reverse takeovers and M&A, before co-founding Teh & Lee in 2000.
His practice covers the full spectrum of capital markets and corporate transactions, including IPOs on the Main Market, ACE Market and LEAP Market of Bursa Malaysia, as well as listings on the HKSE, SGX, ASX, AIM and US exchanges. He advises on corporate loans, guarantee facilities, rights issues, bond and warrant issuances, due diligence reviews and M&A involving both public listed and private companies. He has conducted due diligence across operations in China, Vietnam and Indonesia, assisted PRC-based applicants in Malaysian IPOs, and acted in the privatisation of a state-owned entity.
Billy is also a Notary Public.

TEH LIP JIN, Partner
Lip Jin graduated from the University of Kent, Canterbury in 1988. He spent four years in the stockbroking industry in Hong Kong and Kuala Lumpur before reading for the Bar Vocational Course in London. He was called to the Bar of England and Wales in 1994 as a Barrister-at-Law of Gray’s Inn. After completing his pupillage, he joined a Kuala Lumpur firm where he was made partner in 1999, advising merchant banks and public listed companies on a broad range of corporate matters, before co-founding Teh & Lee in 2000.
Lip Jin heads the firm’s conveyancing department. He has handled a broad range of property transactions, from high-end residential developments (ONE KL, Madge U-Thant Residence, Bellworth Greens) to advisory work for the Mid Valley City and the Gardens Management. He also advises on securities law, joint ventures and intellectual property matters.

AW EE LENG, Partner
Ee Leng graduated from University College London, University of London in 1997. After completing her Certificate in Legal Practice in 1998, Ee Leng commenced her career in the IT and hospitality industry. Ee Leng gained invaluable exposure and working experience in Hong Kong, China and Taiwan. Her experience there included drafting of commercial agreements in Mandarin.
Her practice spans corporate and capital markets work, including prospectus preparation, shareholder circulars and exchange announcements, compliance due diligence for SC and Bursa submissions, M&A, and non-contentious court applications such as capital reductions. She also handles corporate and retail banking work and conveyancing transactions.

CHAN CHANG YANG, Partner
Chang Yang holds an LLB from the Australian National University, obtained under the Public Service Department scholarship. He was admitted as an Advocate and Solicitor of the High Court of Malaya in 2016, joined our firm as a legal associate, and was promoted to partner in 2023.
His practice spans corporate, litigation and conveyancing work. On the corporate side, he advises on regulatory compliance for listed company exercises, public acquisitions, private equity investments, joint ventures and EPCC projects. In litigation, he has appeared in the High Court on matters involving debt recovery, breach of contract, insolvency and defamation, and advises individual clients on bankruptcy, probate and administration, matrimonial disputes, and property transactions.

CHAN SIEW CHEONG, Consultant
Siew Cheong graduated from the University of Bristol in 1988 and was called to the Bar of England and Wales in 1989 as a Barrister-at-Law of Gray’s Inn. He was admitted to the Malaysian Bar in 1990.
After completing his pupillage, he joined two Kuala Lumpur firms, where he was a partner from 1997 to 2007.
He has extensive court experience, with regular appearances in the High Courts throughout Peninsular Malaysia, the Court of Appeal and the Federal Court, primarily in building contract, commercial and civil disputes.
