Mr. Lee graduated from Monash University, Australia with a double degree in Economics (major in Accounting) and Law in 1988. After completing his legal practical training course in Leo Cussen Institute of Melbourne, he was admitted to the Supreme Court of Victoria in 1989. He worked in Price Waterhouse Tax Services in Melbourne. Billy Lee then joined Peat Marwick Tax Services for a year in 1990. In 1991, he chambered in Messrs Albar Zulkifly & Yap. Upon admission to the Malaysian Bar, Mr. Lee commenced practice in Messrs Oon Kong & Lee in August 1991 and later continued in Messrs Lee Choon Wan & Co in June 1992. He was involved in the listing of a few public listed companies and privatisation projects then. In March 1997, he joined Messrs Lee, Perrara & Tan and he continued with his securities & corporate legal practice there.

Mr. Lee’s works include, advising on and the preparation of documentation for corporate loans, syndicated loans, guarantee facilities, underwriting of rights issues, issue of private debts securities and warrants, legal due diligence review for IPO, RTO, M&A, securities laws, commercial laws, other private debts securities, mergers and acquisition of private and public listed companies. To date, Mr. Lee has conducted due diligence reviews for companies in a variety of industries including operations in China, Vietnam and Indonesia and the privatisation of a state-run company. Mr. Lee has also assisted 3 PRC applicants seeking IPO in Malaysia in 2009.

Mr. Teh graduated from Kent University, Canterbury in 1988. He was in the stockbroking industry thereafter for four (4) years in Hong Kong and Kuala Lumpur before proceeding with his professional Bar Exams in London. He was admitted to the Bar of England and Wales in July 1994 as Barrister-at-Law of Grays Inn. After completing his pupillage with Messrs Lee Hishammuddin, he commenced practice at Messrs Lee Choon Wan & Co in January 1996 (was made a partner of the firm three (3) years later) and in the process gained invaluable experience by handling a wide range of corporate matters mostly with merchant banks and public listed companies.

Mr. Teh’s scope of experience includes advising on securities industry law, local and foreign joint ventures, technical assistance agreements and intellectual property work.

Mr. Teh is mainly in charge of the conveyancing department in the firm and has handled a wide range of property projects from the high-end development side (ONE KL, Madge U-Thant Residence, Bellworth Greens Project), to advisory on the Mid Valley City and the Gardens Management as well as other niche developments.

Ms. Aw graduated from University College London, University of London in 1997. After completing her Certificate in Legal Practice in 1998, Ms. Aw commenced her career in the IT and hospitality industry. Ms. Aw gained invaluable exposure and working experience in Hong Kong, China and Taiwan. Her experience there included drafting of commercial agreements in Chinese.

Ms. Aw was admitted to the Malaysian Bar in May 2002 and commenced practice at the current firm since June 2002. She was made partner in year 2007. Her areas of practice include commercial advisory, corporate advisory (including drafting of prospectus, circular to shareholders and announcements) and compliance (due diligence review for submissions to securities commission and Bursa Malaysia Securities Berhad), mergers and acquisitions as well as conveyancing and banking (corporate, commercial and retail). Ms. Aw also does non contentious court applications such as capital reductions.

Legal Assistants

Mr. Lim graduated from University of Northumbria, Newcastle, United Kingdom in 2006 and obtained his Certificate in Legal Practice in 2008 and did his pupilage at our firm. He was admitted as an advocate & solicitor of the High Court of Malaya in August 2009, and commenced practice with Messrs Teh & Lee thereafter.

Mr. Lim is the assisting lawyer for the litigation matters of the firm in addition to handling conveyancing matters.

Tan Yiing Fung obtained her LLB Degree from the University of Leeds in 2010 and thereafter earned her Certificate of Legal Practice in 2011. She commenced her pupillage in Messrs Teh & Lee and was admitted as an advocate & solicitor of the High Court of Malaya in 2012. She continued as a legal assistant in Messrs Teh & Lee upon her admission and her involvement in legal practice is in the field of commercial and corporate finance, drafting submissions for par value reductions, private debt securities as well as conveyancing matters since then. Yiing Fung speaks, reads and writes English, Malay and Chinese.

Having graduated from Northumbria University, Newcastle United Kingdom in 2008 and subsequently called to the utter bar of England and Wales in 2009, Qin Ru completed her pupillage at a construction arbitration firm prior to admission as an advocate & solicitor in August 2010. Qin Ru began her foray in corporate and conveyancing practice in September 2010 and has since endeavoured in various corporate and commercial exercises and conveyancing projects, for both developer and sub-sale matters.

Qin Ru commenced practice at Messrs Teh & Lee in June 2013, with a focus in securities law, corporate exercises and commercial matters such as drafting agreements and conducting due diligence for initial public offers (“IPO”), restructuring exercises, acquisitions, and the issuance of securities and convertible securities issuance for public listed companies in Malaysia with exposure to listings in Singapore (SGX) and Australia (ASX). She also continues to be involved in conveyancing matters.

Qin Ru speaks, reads and writes English and Malay. For the past 4 years, Qin Ru has made speaking Chinese an on-going mission.

Kyle Phang, having completed his pupilage with us and admitted as an advocate & solicitor of the High Court of Malaya in 2013, was retained as our Legal Assistant.

Prior to his pupilage, Kyle pursued and obtained his Master in International Business in furtherance to his Bachelor of Laws, both from the University of Tasmania in years 2009 and 2011 respectively.

Kyle specialises in corporate work, inter alia, corporate advisory legal work (including drafting of prospectus for local and Chinese IPOs in bilingual, and circular to shareholders), ensuring client’s legal compliance (due diligence review for submissions to securities commission and Bursa Malaysia Securities Berhad), and drafting legal documentation for corporate acquisitions. In his practice, he has partaken interviews with suppliers and customers in China and was fortunate enough to have been involved in the first ACE Market IPO and Main Market IPO on Bursa Malaysia in years 2014 and 2016 respectively. In addition to his corporate portfolio, Kyle is also undertaking conveyancing matters for developers and sub-sale files, and non-contentious court applications such as capital reductions.

Leo Low, having completed his pupilage with us and admitted as an advocate & solicitor of High Court of Malaya in 2014, was retained as our Legal Assistant.

He graduated from Aberystwyth University, Wales, United Kingdom in 2012 with a LLB Honours degree.

Leo Low is currently involved in the legal practice is in the field of commercial and corporate finance, and has been involved IPOs, acquisitions, private debt securities in addition to his practice in conveyancing matters.

Florence Liw graduated from the Aberystwyth University, Wales, United Kingdom with a Bachelor’s Degree in Law (LL.B Hons) and was admitted as an advocate & Solicitor of the High Court of Malaysia in 2012. In addition, she had also graduated with an Institute of Chartered Secretaries & Administrators (ICSA) in year 2013.

Florence was employed at Messrs. Jeff Leong, Poon & Wong as a legal assistant from November 2012 and was seconded to its corporate secretarial department for a year. Thereafter she joined the corporate legal department where her practice is exclusively on general corporate and commercial matters.

Florence joined Messrs. Teh & Lee as a legal assistant in May 2015, with a focus in the legal corporate finance, particularly in IPOs, acquisitions, in addition to her practice in conveyancing matters.

Giap Chi, having completed her pupilage with us and admitted as an advocate & solicitor of High Court of Malaya in 2015, was retained as our Legal Assistant.

She graduated from Aberystwyth University, Wales, United Kingdom in 2010 with a LLB Honours Degree.Giap Chi is now engaged in the practice of corporate finance, which includes her participation in the first Main Market IPO for the year 2016. In addition, she is also involved in commercial tenancies and other conveyancing matters.

Zi Xin obtained her LLB Honours degree from Northumbria University, Newcastle, United Kingdom in 2013 and thereafter earned her Certificate of Legal Practice in 2014. She completed her pupilage with us and upon her admission as an advocate & solicitor of the High Court of Malaya in 2015, was retained as our Legal Assistant.

Zi Xin is involved in conveyancing and legal due diligence matters.

Zi Xin speaks, reads and writes English, Malay and Chinese.

Chang Yang graduated from the Australian National University College of Law, Canberra, Australia in 2014; and proceeded to work in our firm as a paralegal. He obtained his Certificate in Legal Practice in 2015 and was admitted as an advocate and solicitor of the High Court of Malaya in 2016 after reading in the Chambers of one of our partners for nine months. Passionate about private law, he practices in the areas that deal primarily with corporate and conveyancing matters. He has been involved in initial public offering, acquisition, corporate loan, sub-sale, tenancy and exemption of stamp duty transactions during the stint of his legal career with us. Chang Yang speaks, reads and writes English, Malay and Chinese.

Chin Kah Wei graduated from the University of London with a Bachelor of Laws, Second Class (Upper) Division in 2014 and was awarded a book prize for his outstanding performance in his final year LLB examinations and thereafter obtained his Certificate of Legal Practice from the Malaysian Legal Profession Qualifying Board in 2015.

Kah Wei completed his pupillage under Mr. Teh Lip Jin, and was admitted and enrolled as an Advocate and Solicitor of the High Court of Malaya in 2016. He was then retained as a Legal Assistant in our firm and concentrates primarily involves in the practice area of corporate finance in addition to handling conveyancing matters and commercial tenancy disputes for recovery of rent.
Besides being proficient in English and Bahasa Malaysia, he is also conversant in Mandarin, Cantonese as well as Hakka.
